Proposed Bylaws changes to: ARTICLE VII, SECTION III: SCHOLARSHIPS

Subject: Proposed Bylaws changes to: ARTICLE VII: MEMORIAL CEREMONY, AWARDS AND SCHOLARSHIPS, in SECTION III: SCHOLARSHIPS

The committee chairman received a request from SVP Jerry Bumpus on May 12, 2017 asking if a resolution could be drafted to provide for annual scholarship opportunities for spouses of Soldiers on active duty who are members of the Association.  He stated, in addition to being an added member benefit, it could help in recruiting and retaining younger members in the Association.

The request was positively received, and a draft of proposed changes to the Article are shown in RED on the attachment.

In addition to adding the active duty Soldiers's spouse option to the Annual Scholarship drawing criteria, we have updated some of the other parts of Article VII, to include formally naming the E.R. Smith Memorial Scholarship which was approved by the E-Board last year. Further, some other additional clarifications and wording have been inserted to update the Bylaws and are shown in RED on the attachment.

Since the Bylaw changes will need to be presented to the membership at the National Reunion in August, this year’s drawing is not impacted by these proposed changes.
